Project Details

The Coastal Rail Emergency Project – Area 3 is constructing a 1,400-foot-long catchment wall on the bluff side of the tracks at Mariposa Point. The wall will extend from the El Portal Beach access point to Linda Lane. The San Clemente Pedestrian Beach Trail will also be restored as part of this project.

Construction work hours are Monday through Saturday from 7 a.m. to 7 p.m.

The schedule is subject to change due to inclement weather or unforeseen operational issues.

Construction Updates

Upcoming Weekend AWW Construction Activities

What: Crews are expected to remove a temporary catchment wall at Mariposa Point, which was constructed in early 2024 to protect the tracks following a landslide. The removal of this wall is necessary for crews to continue construction of the permanent 1,400-foot-long catchment wall. Construction activities include excavation, drilling, and hauling operations, as well as materials delivery. Equipment and vehicles will access the site through North Beach and Linda Lane.

Construction activities will be occurring during an Absolute Work Window (AWW), when regular train service is suspended to safely and efficiently allow crews to perform the work along the rail system.

This work may be loud. Residents may hear back up alarms and noise from construction activities. The alarms are required by state regulations for employee safety on all construction equipment in use. The schedule is subject to change due to inclement weather or unforeseen operational issues.

Catchment Wall Updates

Crews are expected to continue installing rebar cages and steel beams to build the catchment wall. To date, approximately 80% of the 225 steel beams have been installed.

Materials Delivery Schedule

Ongoing deliveries of steel beams and rebar cages are expected to continue through March 2026. These materials play a significant role in building the 1,400-foot-long catchment wall.

  • Nighttime Deliveries via rail will take place on Sunday and Monday nights, from 11 p.m. to 5 a.m. Materials will be staged at the project site.
  • Deliveries via truck will take place periodically Monday through Saturday, from 7 a.m. to 10 p.m. Materials will be staged on a city-owned lot on the corner of Avenida Estacion and Calle Deshecha and subsequently moved to the project site with intermittent truck access through North Beach and Linda Lane.

San Clemente Beach Trail

The San Clemente Beach Trail will be closed from the North Beach parking lot to El Portal during work hours but will reopen at the end of each workday and will be open on Sundays. The trail will be closed from El Portal to Linda Lane until project completion.

As part of the Coastal Rail Emergency Project, the San Clemente Beach Trail is being restored and is expected to reopen to the public upon project completion in Summer 2026. For additional information about the trail improvements and project features, check out our Trail Benefits Flyer.

Beach Access

The Mariposa underpass is closed. Beach access at Dije Court and El Portal are temporarily closed to ensure the safety of the public. The public can still access the beach using the El Portal beach underpass and the Linda Lane beach underpass.

Staging Areas

Contractors are staging equipment and materials in the North Beach parking lot and on a city-owned vacant lot at the corner of Avenida Estacion and Calle Deshecha. Several parking spaces along Linda Lane will also be utilized for construction vehicle parking on a first-come, first-served basis.
