Formed in 2015, the Teen Council is an opportunity for O.C. youth, ages 13 to 18, to get involved, learn and help shape the county’s transportation future
ORANGE – The Orange County Transportation Authority is accepting applications for its 2025-26 Teen Council, giving high school students a hands-on opportunity to engage with transportation planning while providing OCTA with valuable youth perspectives on programs and projects.
Students selected for the council will serve throughout the 2025-26 school year. In all, the program will consist of six meetings, beginning in August.
Applications are due by May 31, 2025, and are available online at OCTA.net/TeenCouncil.
“The OCTA Teen Council is a powerful way for students to learn how local government works and to have a real voice in shaping a more accessible and sustainable transportation system,” said OCTA Chair Doug Chaffee, also the county’s Fourth District Supervisor. “We are excited to welcome the next group of engaged and motivated young people.”
Founded in 2015, the Teen Council reflects OCTA’s commitment to public participation and youth engagement. Members have the opportunity to discuss a range of transportation-related topics such as transit planning, sustainability, active transportation, and innovation in mobility. The council also serves as a forum for young people to express how transportation impacts their daily lives and to help shape future services that better serve their generation.

Teen Council members attend professional development workshops hosted by OCTA staff and are provided with meaningful networking and leadership opportunities. Participants help develop marketing campaigns and take part in community outreach events, contributing directly to public-facing initiatives such as the Youth Ride Free pass and safe bike transport messaging on OC Bus.
At the end of their term, members are invited to an OCTA Board of Directors meeting to receive recognition.
In addition to building communication and collaboration skills, time spent on the council can count toward community service hours and enhance resumes and college applications.
To apply, students must be between the ages of 13 and 18 as of Sept. 1, 2025, reside in Orange County, and be entering grades 9 through 12 at a public, private, or home school within Orange County. Along with the application, students must submit answers to brief essay questions and a letter of recommendation.
