City Member, Fourth District

Director Carlos A. Leon joined the Orange County Transportation Authority Board of Directors in November 2024 and was elected to the Anaheim City Council in November 2022, representing District 2 in west Anaheim.

He is focused on addressing homelessness and affordable housing, youth programs, promoting youth entrepreneurship and small businesses, improving public safety, streets, sidewalks, parking and other neighborhood revitalization in District 2.

Director Leon serves as a board member and vice president of community and youth engagement at Anaheim-based Youth Leadership America, a nonprofit focused on youth leadership and development. He also served in Anaheim Community Services’ VolunTEEN program.

Earlier in his career, Director Leon served as senior manager of business development for Contoural Inc., a Los Altos-based information governance and records management consultant.

Director Leon holds a Bachelor of Arts degree in public policy and political science from the University of California, San Diego, with a minor in business from the Rady School of Management at UC San Diego.

Director Leon was as an altar server at St. Justin Martyr Church. In high school, he was a drum major in the Magnolia Sentinel Band as well as the Santa Ana Winds Youth Band, marching in the Loara Band Review parade and the Hollywood Christmas Parade.

Director Leon is a proud son of Mexican immigrants. His mother, Maria, studied medicine in Mexico before focusing on family. His father Carlos Leon Sr. worked as a deputy building inspector.
