Formed in 1991, Metrolink is operated by the Southern California Regional Rail Authority (SCRRA), a joint powers authority consisting of five member agencies representing the counties of Los Angeles, Orange, Riverside, San Bernardino, and Ventura.

For example, some Ventura County Line trains that currently need to go to CMF for their midday service, could be diverted onto the Orange County Line and have their midday serving done at OCMF. This would enhance the capability to provide more reverse-peak service on the Orange County Line in the process.
