Coastal Rail Emergency Project – Area 3
Construction started September 2025 and is expected to last through Summer 2026.
Construction Activities
Equipment has been mobilized to the project site as crews prepare to begin preliminary activities before the construction of a shoring wall and a 1,400-foot-long catchment wall. Constructed on the bluff side at Mariposa Point, the catchment wall will extend from the El Portal Beach access point to Linda Lane. The wall, designed to complement the coastal landscape, will be a permanent structure.
Beginning the week of Sept. 15, crews will begin installing best management practices to manage stormwater runoff, removing vegetation, and demolishing the foundation for the Mariposa Bridge. These activities are expected to continue through mid-October.

Construction Schedule
Construction is underway and is expected to continue through summer 2026. Crews will work Monday through Saturday from 6 a.m. to 6 p.m. No nighttime work is anticipated.
Trail and Beach Access
The San Clemente Pedestrian Beach Trail will be closed from the North Beach parking lot to El Portal during work hours but will reopen at the end of each workday and will be open on Sundays. The trail will be closed from El Portal to Linda Lane until project completion.
The Mariposa underpass will be closed. All other beach access points will remain open during construction. To ensure the safety of pedestrians, flaggers will be stationed at beach access points to assist with pedestrian crossing.
Staging Areas
Contractors are staging equipment and materials primarily in the North Beach parking lot. Several parking spaces along Linda Lane will also be reserved for construction vehicle parking.
