The Southern California Association of Governments (SCAG) prepares the RTP, a 30-year Long Range Plan that models projects for conformity with the Federal Clean Air Act. The plan emphasizes needs and improvements in the transportation system in the greater Southern California area such as goods movements, management, and financing.

These three services make up the bus transit system and are evaluated by the performance measurements summarized in this report. This report tracks transit system safety, courtesy, and reliability in the areas of preventable vehicle accidents, customer complaints, on-time performance (OTP), and miles between road calls (MBRC).

At the same time as the initial assessment is moving forward, OCTA continues meeting with groups of stakeholders in individual listening sessions to discuss the study and get input along the way.
