SR-91 Improvement Project The Riverside Freeway (SR-91) serves as a major commuting route connecting Orange County with Riverside and Los Angeles counties. SR-91 is also one of the most congested freeways in Southern California.

The Orange County Transportation Authority (OCTA), in partnership with the California Department of Transportation (Caltrans), is improving State Route 91 (SR-91) from State Route 57 (SR-57) to State Route 55 (SR-55). OCTA and Caltrans are working with the neighboring cities of Anaheim, Orange, Placentia, Fullerton and Yorba Linda.

Measure M, is a 30-year one half-cent sales tax for transportation improvements in Orange County from 2011 through 2041. After experiencing the success and progress of the original Measure M, nearly 70 percent of voters renewed the half-cent sales tax in 2006.
The 91 Express Lanes is a four-lane toll road, with 10 miles in Orange County in the median of State Route 91, which is one of Southern California’s most heavily traveled freeways and a critical link between job centers in Orange County and housing in Riverside County.
