With major upgrades included for SR-91 in north Orange County, I-5 in south Orange County, I-405 in west Orange County and SR-55 in central Orange County, major chokepoints on almost every freeway will be improved, increasing safety and mobility throughout Orange County. Other funding is provided by state and federal sources.

The new generators will reduce air pollution by using internal combustion engines that are in compliance with South Coast Air Quality Management District (SCAQMD) regulations. The $7.2 million is in addition to a previous award from the state of $2 million for cleanup and pre-construction activities at the site. That money was made available when Caltrans declared an official emergency. Tentative plans call for construction activities to begin as soon as next week, weather permitting.

Dan Phu responded there have been short term emergency remedial actions taken, costing about 40 million to restore service over the last several years. We do not have a cost estimate yet on what the short and mid-term solutions will be.

The M2 Ordinance No. 3 (M2 Ordinance), included as Appendix A, outlines the eligibility requirements that local jurisdictions must satisfy to receive M2 Net Revenues. The M2 Eligibility Guidelines (Eligibility Guidelines) provide the resources local jurisdictions need to remain eligible to participate in M2 funding programs. Guidelines for newly incorporated cities are outlined in Appendix B.
