Eric has served as the lead media spokesperson for the coastal rail corridor shutdown and construction effort in San Clemente. He has written multiple press releases and conducted at least 20 interviews, always presenting OCTA in a positive light and maintaining a key focus on the safety of passengers and the public.

The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations. It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million.

Completed emergency work along 700 feet of rail line in south San Clemente largely wrapped up in August 2023, with hydroseeding of the reformed slope covering the newly built grade-beam wall. The study will help identify strategies for reducing the risk to the rail line from flooding, mudslides, coastal surge and sea-level rise, among other potential climate-related conditions. It will also develop a plan for enhancing the management of vegetation near the rail line to better withstand periods of intense drought or heavy rains.

Lesley said the Coastal Commission is also involved with the Pacific Horizon property, which makes it incredibly important. Vice Chair Schlotterbeck said OCTA could net in our favor in terms of the amount of habitat if the Coastal Commission increases its restoration ratio requirement. Lesley agreed with this assessment.

His update on current projects included OCTA’s coastal rail resiliency efforts, which include short- and long-term studies to inform further project development efforts; the 405 Express Lanes, which is meeting projections with 4.8 million trips in its first four months of operation; and OC Streetcar, now 86% complete.

Projects within the Coastal Zone Boundary, as a requirement of a Coast Development Permit, may be required to replace existing on-street parking on a one-for-one basis for spaces removed as a result of a roadway widening project.
