The Orange County Transportation Authority (OCTA) is pleased to submit the Regional Transportation Improvement Program (RTIP) for the 2024 State Transportation Improvement Program (STIP).

The amendment will take effect on Jan. 28, 2016, closing out Project T (gateways to high speed rail) and reallocating the balance to Project U to cover a shortfall in the Senior and Disabled Fare Stabilization Program and to Project R, which funds the ongoing operation of Metrolink service in Orange County.

Under Measure M2, OCTA administers the Comprehensive Transportation Funding Program (CTFP). The CTFP represents a collection of competitive grant programs offered to local agencies to assist in funding street improvements, transit expansion, and even environmental mitigation projects.

Measure M is on track to deliver transportation improvements to Orange County, according to a recent review. The half-cent sales tax is required to undergo a comprehensive review every 10 years of all projects and programs implemented under the Investment Plan (Plan). The first 10-year review (2006-2016) was recently completed.

At the heart of OCTA’s bus system is our network of 60 bus routes. They include local and community routes, express routes, and our Stationlink service that connects Orange County Metrolink stations with major employment centers. OCTA administers a variety of Measure M funding programs for cities to widen streets, improve intersections, coordinate signals, build Smart Streets and rehabilitate pavement. OCTA also administers regional streets and roads improvement projects.

One of only four such indoor facilities in the country, OCTA’s ACCESS Certification Center features a 40-foot fixed-route bus with OCTA bus stops, a 30-foot ACCESS bus, sidewalks, wheelchair-accessible curbs, a crosswalk, and operating traffic signals.
