Sixteen years ago, the Orange County Transportation Authority (OCTA) took over a formerly private roadway and transformed it into one of the world’s most iconic toll roads. Pioneering innovations like congestion management pricing and electronic tolling help customers connect on time to the things that matter most while establishing the 91 Express Lanes as a world-class facility.

The Agenda descriptions are intended to give notice to members of the public of a general summary of items of business to be transacted or discussed. Members from the public wishing to address the Committee will be recognized by the Chairman at the time the Agenda item is to be considered. A speaker’s comments shall be limited to three (3) minutes.

Originally formed in 1991 through the consolidation of seven different agencies, OCTA commemorated its 30th anniversary in 2021. And even with the pandemic affecting everyday lives, OCTA maintained its long-standing tradition of providing innovative and eficient transportation services.
