The Orange County Transportation Authority ( OCTA ) was formed in 1991 by the consolidation of seven separae t transportation agencies . This consolidation creaed t a multimodal authority , which eliminated duplicate transportation functions and increased efficiency in providing transportation services throughout the County . The following facts indicate the size and the breadth of OCTA s functions :

OCTA in cooperation with Caltrans is improving 16 miles of the San Diego Freeway ( I - 405 ) between State Route 73 ( SR - 73 ) and Interstate 605 ( I - 605 ). It also will construct the 405 Express Lanes from SR - 73 to I - 605 . The remaining projects include Project D ( I - 5 , El Toro Road Interchange ), Project G ( SR - 57 northbound from Lambert Road to Orange / Los Angeles County Line ), and Project L ( I - 405 between I - 5 and SR - 55 ). These projects will continue to be reevaluated for earlier delivery as part of the annual Next 10 Plan review .

To address current and future traffic demand , the Orange County Transportation Authority ( OCTA ), in partnership with the California Department of Transportation ( Caltrans ), is improving I - 5 from north of Interstate 405 ( I - 405 ) to State Route 55 ( SR - 55 ). OCTA and Caltrans are working with the neighboring cities of Irvine and Tustin .

Work is expected to start this month on improvements to four miles of SR - 55 between I - 405 and I - 5 . The three - year , $ 475 . 1 million project will improve mobility and reduce congestion on the freeway , a vital link from central Orange County to the coast .
