Overview The Orange County Transportation Authority Board of Directors adopted the Orange County Transportation Authority Internal Audit Department Fiscal Year 2023-24 Internal Audit Plan on July 24, 2023. This update is for the fourth quarter of the fiscal year.

Recommendation Receive and file the first quarter update to the Orange County Transportation Authority Internal Audit Department Fiscal Year 2023-24 Internal Audit Plan as an information item.

This enhanced 52 Orange County rail‐highway grade crossings with safety improvements, whereby the ci es of Anaheim, Dana Point, Irvine, Orange, Santa Ana, San Clemente, San Juan Capistrano, and Tus n have established quiet zones at respec ve crossings.

The M2 Ordinance No. 3 (M2 Ordinance), included as Appendix A, outlines the eligibility requirements that local jurisdictions must satisfy to receive M2 Net Revenues. The M2 Eligibility Guidelines (Eligibility Guidelines) provide the resources local jurisdictions need to remain eligible to participate in M2 funding programs. Guidelines for newly incorporated cities are outlined in Appendix B.

They include Laguna Beach Transit, Riverside Transit Agency, Norwalk Transit System, Los Angeles County Metropolitan Transportation Authority, Long Beach Public Transportation Company, and the North County Transit District in San Clemente, various specialized charter bus services, and commuter rail services.

OCTA owns approximately 40 miles of the Orange Rail Subdivision in South Orange County located between San Clemente and Fullerton, which is part of the 350-mile Los Angeles – San Diego – San Luis Obispo (LOSSAN) Railroad Corridor.
