Key elements include adding a general-purpose lane in each direction of I- 405 from Euclid Street to the I- 405/I-605 interchange, addition of a tolled express lane in each direction from SR- 73 to SR-22, extended or new auxiliary lanes, and upgraded drainage.
The OC Transit Vision (Transit Master Plan) was completed in 2018, establishing a 20-year plan for the future of Orange County’s public transit system. The Transit Master Plan identified the I-5 and SR-55 as high-priority corridors, which became the focus of the OCTA Freeway BRT Concept Study.
In addition, the project created the 405 Express Lanes between SR- 73 and I-605. Operated by OCTA, the 405 Express Lanes gives options to carpoolers to travel for free and solo drivers the choice to speed up their commute for a toll. All regular lanes and the 405 Express Lanes are expected to be open for the Friday morning commute.

OCTA, in cooperation with Caltrans, is improving I-5 between SR- 73 and El Toro Road. The project will improve 6.5 miles of I-5 through Mission Viejo, Laguna Niguel, Laguna Hills, and Lake Forest.
