1.1 Purpose The primary purpose of the Subarea Modeling Guidelines Manual is to promote consistency in transportation modeling within Orange County. The goal of the manual is to ensure consistency between local subarea models in Orange County and the Orange County Transportation Analysis Model (OCTAM), as well as with the Southern California Association of Governments’ (SCAG) regional model.
