ORANGE – The Orange County Transportation Authority Board of Directors on Monday authorized emergency actions to stabilize sections of railroad track threatened by coastal erosion and landslides in San Clemente, moving forward with urgent work to ensure continued passenger and freight rail operations through South Orange County.

OCTA expects to place approximately 540,000 cubic yards of sand. Emergency action is necessary to prevent additional disruption of vital rail service. In addition, continued erosion requires quick action to repair and replace existing riprap, or large rocks placed between the tracks and shoreline, to help protect the tracks.

Recommendation Reaffirm Resolution No. 2025-025 and authorize the Chief Executive Officer to take all necessary actions to address the emergency need for railroad track stabilization in the vicinity of Mile Post 203.83 to 204.40 and 206.10 to 206.70 on the Orange Subdivision, and to return to the Board of Directors, as required, to report on the status thereof.

Background: Passenger rail service through San Clemente was suspended beginning April 28 to allow for crews to safely conduct emergency work to reinforce sections of track at immediate risk from landslides and coastal erosion. The rail line is expected to be shut down for passenger service for a total of approximately six weeks, through early June.

The Coastal Rail Emergency Project is working in four Reinforcement Areas to address threats from slope and beach erosion, which is essential to keeping the community safe and rail operations running smoothly. This work includes reinforcing the track and replenishing sand.

Sept. 2022 Rail service halted to allow OCTA to perform track stabilization work to prevent the track from being pushed toward the ocean near MP 206.8.

This week’s suspension of service on the rail line is the fifth service interruption in the past three years. Once again, a vital stretch of Southern California’s rail infrastructure has been forced to close because the private property above the railroad has fallen onto the track.
