Over the past three years, San Clemente’s eroding bluffs – on both city and private property – have repeatedly forced the closure of the rail line which has operated largely uninterrupted for more than 125 years. Back to News Releases. Meet the Team. Joel Zlotnik. Communications Manager

OCTA recently completed emergency work shoring up the track and adjacent hillside along a 700-foot stretch of the rail line in south San Clemente. The OCTA led study, with local, state and federal partners, will look at long-term solutions, including potential realignment of the rail line near the coast to protect it for generations to come.

This improvement would build on the six miles of carpool lane opened in 2018 in each direction of I-5 through the cities of San Juan Capistrano, Dana Point and San Clemente. The environmental phase is expected to be completed by early 2024. OCTA is planning extensive public outreach with residents of San Clemente and other stakeholders.

The Fifth District consists of the cities of Aliso Viejo, Costa Mesa, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, portions of Irvine and the unincorporated communities of Coto de Caza, Ladera Ranch, Las Flores and Rancho Mission Viejo.

and San Diego County. The Orange County Transportation Authority (OCTA), in cooperation with the California Department of Transportation (Caltrans) District 12, are proposing improvements to 4.8 miles of I-5 in the City of San Clemente from south of the San Diego County line to Avenida Pico (Project).
