Rail OCTA Receives Funding from Federal, State Partners for Vital Coastal Rail Corridor Improvements A total of $305 million from state and federal sources will be used to stabilize coastal rail through San Clemente.

The establishment of the audible warning system was a cooperative effort involving OCTA, the City of San Clemente, the Federal Railroad Administration, the California Public Utilities Commission and Metrolink. Funding was provided from the State Highway-Railroad Crossing Safety Account, Measure M funds, and the City of San Clemente.

The goals of the Phase 1 study, which include the cities of Dana Point and San Clemente and unincorporated coastal regions of Orange and San Diego counties, include: Developing options to protect coastal rail infrastructure in its current location Gaining a more detailed understanding of climate effects on the rail line

The I-5 South County Improvement Project will add a carpool lane in both directions between San Juan Capistrano and San Clemente, as well as rebuild the Avenida Pico interchange in San Clemente. The project will take three years from its start at San Juan Creek Road to its completion at Avenida Pico.

The OCTA and Metrolink team continues to work to resume safe passenger rail service as soon as possible. Over the past three years, San Clemente’s eroding bluffs – on both city and private property – have repeatedly forced the closure of the rail line which has operated largely uninterrupted for more than 125 years.

Subsequently, studies indicated that four other areas through San Clemente are at risk. To address these urgent concerns, OCTA has been collaborating with geotechnical, structural and coastal engineers, alongside key stakeholders to develop projects that will ensure that service continues operating through this area.
