The RCP focuses on improvements to the Master Plan of Arterial Highways (MPAH). The MPAH serves as the backbone of Orange County’s arterial street network. Also included under the RCP is the Regional Grade Separation Program (RGSP), which is meant to address vehicle delays and safety issues related to at-grade rail crossings.

The Irvine train station is located at Metrolink Service 15215 Barranca Parkway and is accessible from Alton Parkway at the Santa Ana Freeway (I-5). Opened in 1990, the station serves nearly 3,000 Amtrak and Metrolink passengers daily. Today, the Irvine train station is the second most heavily used station in Orange County.
