I. Overview On November 6, 1990, Orange County voters approved Measure M, a 20-year half-cent local transportation sales tax. All major transportation improvement projects and programs included in the original Measure M have been completed or are currently underway.

Applications are due by May 31, 2025 and selection is competitive. Applicants must be 13 to 18 years old as of Sept. 1, 2025, reside in Orange County, and be entering grades 9 to 12 at an Orange County public or private school.

Qualifications of the firm was weighted at 20 percent as the firm must demonstrate experience in performing relevant work of similar scope, size, and complexity, which are important to the success of the project.
