Since July 2015, the LOSSAN Agency has managed the Pacific Surfliner service under an interagency transfer agreement with the State of California. The Orange County Transportation Authority (OCTA) serves as Managing Agency of the LOSSAN Agency, which is supported by 18 full-time staff members and shared OCTA resources.
