SR - 55 is a major north / south route connecting Orange County to Riverside and San Bernardino counties , and for accessing key business centers , John Wayne Airport and the beach cities . The $ 475 . 1 million Project is funded by OC Go ( also known as Measure M ), as well as state and federal funds .

To address current and future traffic demand , the Orange County Transportation Authority ( OCTA ), in partnership with the California Department of Transportation ( Caltrans ), is improving I - 5 from north of Interstate 405 ( I - 405 ) to State Route 55 ( SR - 55 ).

Led by OCTA in partnership with Caltrans , the project will add one regular lane and one carpool lane in each direction of SR - 55 between I - 5 near Santa Ana and Tustin and I - 405 near Irvine and Costa Mesa . It will also add merge lanes to help drivers enter and exit the freeway .
