The project is being constructed in three segments, with construction beginning in April 2025 for Segment 1 - SR- 91/Lakeview Avenue Interchange. To maintain the safety of the traveling public and construction crews, slow down and stay alert while traveling through the Project area.
The SR- 91 Improvement Project, scheduled to break ground soon, will improve 5.6 miles of SR- 91 through Anaheim, Fullerton, Orange, Yorba Linda and Placentia.
Up to 321,000 vehicles travel on this stretch of SR- 91 daily, and that number is expected to rise in the coming years. The planned improvements will help alleviate congestion and enhance safety and connectivity with neighboring communities, including the cities of Anaheim, Orange, Placentia, Fullerton and Yorba Linda.
Local, state and federal officials gathered on March 7 to commemorate the launch of the SR- 91 Improvement Project, a significant effort aimed at improving mobility, enhancing safety and overall traffic flow along one of Orange County’s busiest transportation corridors.
The Orange County Transportation Authority (OCTA), in partnership with the California Department of Transportation (Caltrans), is improving State Route 91 (SR- 91) from State Route 57 (SR-57) to State Route 55 (SR-55).

The projects in Orange County include improvements to SR- 91 between SR-57 and SR-55, improvements to the Anaheim Canyon Metrolink Station, construction of the Placentia Metrolink station and improvements to Fairmont Boulevard.
The 91 Express Lanes in Riverside County are dynamically priced. Dynamic pricing means toll rates are based on real-time traffic conditions and vary according to the level of congestion. Dynamic pricing aims to keep traffic in the Express Lanes flowing smoothly, resulting in a more reliable trip.
The 91 Express Lanes is a four-lane, 18-mile toll road built in the median of State Route (SR)- 91 between the SR-55/SR- 91 interchange and the SR- 91/Interstate (I)-15 interchange. Customers may drive the entire length or enter or exit at the county line near Green River Road.
J SR- 91 (SR-241 to Orange/Riverside County Line) In conjunction with Riverside County Transportation Commission, plans to add a sixth general purpose lane in each direction between SR-241 and SR-71.
