Frequently Asked Questions

OC Flex was initiated in October 2018 as a pilot microtransit program aimed at enhancing transit options in areas with lower demand for traditional OC Bus service. The program is scheduled to conclude on July 1, 2025, following a comprehensive evaluation of its performance metrics and overall effectiveness. (The last day of service is June 30, 2025).

While OC Flex achieved high customer satisfaction and met several performance targets, it did not meet key efficiency and cost-effectiveness benchmarks. Specifically, the program fell short in areas such as boardings per revenue vehicle hour and subsidy per boarding (the amount it costs OCTA per person that rides OC Flex), which are critical for sustainable transit operations.

  • Low ridership: Pre-pandemic (in February 2020), while the target was 6 riders per revenue vehicle hour, OC Flex was averaging 2.5 riders. By January 2025, that number had fallen slightly to 2.3 riders per revenue vehicle hour.
  • High cost: Pre-pandemic (in February 2020), while the target was $9 subsidy per rider, the cost averaged $31.56 per rider. By January 2025, that cost had jumped sharply to $58.06 per rider.

The decision to discontinue OC Flex aligns with OCTA’s commitment to continuously evaluate how and where resources are allocated across the entire transit system. By moving resources from the pilot program, OCTA can enhance services with higher demand and cost-efficiency to better serve the county’s transit needs.

OCTA is proactively working to ensure a seamless transition for OC Flex riders by providing information on alternatives. This includes adjustments to existing bus routes and schedules to accommodate areas previously served by OC Flex. Those options include: MV Shuttle and Ridematch.info.

The insights gained from the OC Flex pilot will inform future transit initiatives. OCTA remains dedicated to exploring innovative transportation solutions that effectively meet Orange County’s evolving needs. This includes our support of community microtransit shuttles and circulators operated by cities and funded by OCTA, through the half-cent sales tax for transportation improvements.
