Orange County Transportation Authority 

Amends existing relating to the composition of the Orange County Transportation Authority including ten members from the supervisorial districts of the county elected by the Orange County City Selection Committee. Prohibits the city members from serving more than two consecutive terms on the authority, except as specified. Sets forth the intent of the Legislature to increase the opportunity for cities to be represented on the authority.

Infrastructure Financing

Authorizes the County of Riverside or any city in the county to establish a Neighborhood Electric Vehicle (NEV) transportation plan for a plan area that may include any applicable portion of the county or city subject to the same penalties. Requires the submission of the plan for review and approval. Requires a report to the Legislature if the county adopts a plan.

SB 580 (Wolk, D-Davis)  

Prohibits land acquired for the state park system, through public funds or gifts, from being disbursed of or used for other than park purposes without providing for the substitution of other lands of equal environmental, natural, cultural, or other value for which the park was established. Requires the State Parks and Recreation Commission to certify all requests to dispose of or use the land for other than park purposes.  The State Parks and Recreation Commission may also authorize a combination of substitute land and monetary compensation if substitute land that meets all the requirements cannot be found. Relates to the reconfiguration of the Candlestick Point State Recreation Area.
