SR-91 Proposed Improvements
What is Proposed:
The Orange County Transportation Authority (OCTA), in cooperation with the California Department of Transportation (Caltrans) and the Riverside County Transportation Commission (RCTC), will be adding a lane to the eastbound Riverside Freeway (SR-91) between the Eastern Toll Road (SR-241) in eastern Orange County and the Corona Expressway (SR-71) in western Riverside County to reduce traffic congestion. The total length of the SR-91 improvement project is 5.9 miles.
Proposed Project Improvements:
- Add one general-purpose lane to eastbound SR-91 between SR-241 and SR-71
- Widen all lanes and shoulders in the project area to full standard widths
- Construct a series of retaining walls
- Add aesthetic landscaping
Key Objectives:
- Help relieve the bottlenecks at the merge of northbound SR-241/SR-91 and at the interchange of SR-91/SR-71
- Improve the general flow of eastbound traffic on SR-91 in the project area
- Improve safety by reducing the potential for traffic accidents
- Minimize right-of-way acquisition
- Conform to state, regional and local plans and policies
Traffic Management Plan During Construction
The SR-91 Eastbound Lane Addition Project will be implemented in stages. Full closure of Eastbound SR-91 and northbound SR-71 will take place very infrequently and only to ensure the safety of workers and the performance of work. However, short-term closures of the SR-91/SR-71 connectors may be required. All impacts on traffic flow and overall disruption to the surrounding communities will be minimized wherever possible. The opening of the new eastbound lane is expected in 2011.

Project Funding
The estimated cost of the SR-91 Lane Addition Project is approximately $59.5 million. OCTA has authorized the use of nearly $2.5 million in 91 Express Lanes toll revenue as seed funding to get the project moving. The project is funded by the American Recovery and Reinvestement Act of 2009 (ARRA).
