Master Plan for regional traffic light synchronization development underway
Countywide roadway congestion relief requires collaborative decision-making
To operate a successful, countywide network of streets and roads, local cities, the County of Orange and Caltrans must work in concert with one another to synchronize traffic signals. OCTA is currently developing a master plan to define the components of the anticipated $450 million synchronization element of the Renewed Measure M countywide program. Beginning in 2011, the program will synchronize 2,000 signalized intersections, covering over 800 miles of Orange County’s streets.
The goals of the Master Plan include:
- Develop a strategic plan to achieve optimized performance for traffic signals along important traffic corridors throughout Orange County
- Build consensus among multiple cities and agencies to reach goals
- Establish a multi-year method to implement strategic plan
- Maintain optimized traffic light synchronization in the future

Outreach phase to determine next steps for countywide synchronization
Interviews were conducted with more than 36 agencies throughout Orange County, including all 34 cities, Caltrans and the county of Orange, to establish the proposed regional traffic light synchronization map for Orange County.
- Existing traffic signal system inventory collected
- Traffic delay studies conducted for 15 corridors during AM, PM, midday and weekend time periods
- Vision Workshop held at OCTA headquarters on Nov. 7, 2008 for more than 60 representatives from agencies throughout county
