When concrete is poured, it is done in sections so that the concrete can withstand underground soil movement without cracking. Between these sections of concrete, a pliable joint sealant is applied to allow for these slight movements and to prevent water from seeping between and under the concrete sections.

Over time, the presence of water would also lead to a deterioration of the concrete. Irvine's bus yard consists of more than 10 acres of concrete with multiple expansion joints that are over 20 years old.

To prolong the useful life of the yard and ensure the integrity of the concrete sections until they are replaced, these 20 year old joints require refurbishment.
