Public Committees
As well as project-specific citizen input opportunities, the OCTA has three standing citizens committees that are legislatively mandated and meet regularly, providing advice and input on the Authority’s various activities. The three standing citizens committees are listed below:
The Special Needs in Transit Advisory Committee (SNAC) advises OCTA about issues that relate to OCTA fixed-route transit and paratransit services for customers with special transportation needs. Citizens representing a broad base of disabilities and senior citizens in the county, selected by the OCTA Board of Directors, comprise the 34-member committee. Selection criteria for the SNAC includes demonstrated interest and involvement with people with special needs and senior citizens ; membership in a large, active OCTA constituency group (i.e. Braille Institute, senior centers); and a willingness to dedicate no fewer than 25 hours a year to OCTA meetings and activities. Citizens Advisory Committee (CAC) Citizens Advisory Committee members actively participate in helping examine traffic solutions, providing input to OCTA’s transportation studies and communicating with their constituencies. During the year, committee members are asked to participate in roundtable discussions and hear special presentations on various transportation projects, programs and services.
Selected by the OCTA Board of Directors, the CAC is composed of 34 members that reflect a broad spectrum of interests and all geographic areas of the county. The diverse members’ backgrounds range from community leadership to transportation research and engineering. Selection criteria for the CAC includes demonstrated interest and involvement with community activities and transportation issues as well as a willingness to dedicate a minimum of 20 hours per year to OCTA meetings and activities.
Recruitment for open positions takes place in early spring on an annual basis. Although this year's recruitment has closed, OCTA continues to accept applications. Occasionally, positions may become available throughout the year. Applications are kept on file in order to fill any vacancies on the committee. The Taxpayers Oversight Committee (TOC) ensures the integrity of Measure M by serving as a watchdog over the expenditures specified in the Revised Traffic Improvement and Growth Management Plan. The committee is comprised of eleven members representing each of the five Orange County Supervisorial Districts. The county's elected Auditor-Controller chairs the committee. Interested parties must submit applications for open positions and finalists are chosen by the Grand Jurors Association of Orange County (GJAOC). The committee ensures all transportation revenue collected from Measure M is spent on the approved projects. Positions become available annually for these committees. Recruitment takes place via newspaper advertisements, the OCTA Web site and letters sent to individuals, organizations, social service agencies, and community leaders throughout Orange County asking for applicants. These are unpaid volunteer positions, and meetings adhere to the Brown Act. Except for the Taxpayers Oversight Committee, the OCTA Board of Directors has the final decision on appointing committee members.
