OC/LA Study Background

The Orange and Los Angeles (OC/LA) Intercounty Transportation Study explored alternatives for improving transportation infrastructure and services across the border between Orange and Los Angeles counties. The objectives of the OC/LA Intercounty Study were to identify transportation needs and issues within the study area and to develop conceptual transportation improvements and strategies to address these needs. The study included extensive coordination with the cities located along the border, both with technical staff and elected officials. Public involvement was also an important part of the study, to assist in the identification of transportation needs and the development of potential improvements.

Study Update

On February 23, 2009, the Orange County Transportation Authority (OCTA) Board of Directors received the completed Conceptual Alternatives Report and Pacific Electric Right of Way Assessment prepared as part of the study.  The Conceptual Alternatives Report describes the improvements and strategies proposed to address the mobility problems and needs of the transportation network connecting Orange and Los Angeles County.  The Pacific Electric Right of Way Assessment examined the performance of five conceptual alternatives for providing transit service with this corridor between Santa Ana and the Metro Green Line in Los Angeles County.  The study documented population and employment forecasts near the corridor, ridership forecasts for the project alternatives, trip origins and destinations, and preliminary capital costs.

Next Steps

The OCTA Board of Directors also directed OCTA staff in February 2009 to continue to work with the Los Angeles County Metropolitan Transportation Authority (Metro) to develop a work plan for a next phase of study. While the specific scope of the next phase of study is not defined at this time, the work will likely involve the analysis and screening of at least some of the projects identified as part of the OC/LA Intercounty Transportation Study Conceptual Alternatives.
