Street Funding Programs (CTFP)
In March 2011 Measure M officially came to a close with a majority of projects complete, and the few outstanding nearing completion. Measure M included the regional streets and roads component comprised of smart streets, regionally significant interchanges, intersection improvements, signal coordination and transportation demand management. The local streets and roads component included the master plan of arterial highways and growth management areas.
In 2006 voters renewed Measure M (M2) funding for another thirty years. OCTA administers this renewed M funding for streets and roads projects through the Comprehensive Transportation Funding Program (CTFP). The CTFP includes M2 funds as well as from time-to-time state/federal funding sources such as the Regional Surface Transportation Program (RSTP) and supplemental State-Local Partnership Program (SLPP) funds. The CTFP was created to provide a common set of guidelines and project selection criteria for a variety of funding programs.
The M2 element includes the regional streets and roads component which is dedicated to maintaining streets, fixing potholes, improving intersections and widening city streets and county roads.
In 2010 OCTA issued its first call for projects to utilize M2 and available state/federal funds for the Regional Capacity Program (RCP), Regional Traffic Signal Synchronization Program (RTSSP), and Environmental Cleanup Program. The RCP program is a funding source intended to complete the Orange County Master Plan of Arterial Highways (MPAH). The program provides for intersection improvements and other projects to help street operations and reduce congestion. The RCP Program replaces the former Measure M Local and Regional Streets and Roads Programs.
The 2010 RCP call for projects was composed of three funding programs:
- Arterial Capacity Enhancements (ACE)
- Intersection Capacity Enhancements (ICE)
- Freeway Arterial/Streets Transitions (FAST)
The 2011 call was the second annual call for the RCP and RTSSP Programs under M2. The TSSP goal is to improve the flow of traffic by developing and implementing regional signal coordination programs that cross jurisdictional boundaries. OCTA’s 2011 call for projects closed in early December.
All applications are reviewed for eligibility, consistency, and adherence to guidelines and program objectives. Projects are ranked by staff and reviewed by the Technical Steering Committee (TSC) and the Technical Advisory Committee (TAC).
OCTA staff continues to work with the Southern California Association of Governments (SCAG) to include all regionally significant projects in the Regional Transportation Improvement Plan (RTIP). Each local agency must fulfill an annual eligibility process and have a current cooperative agreement with OCTA in order to receive renewed Measure M funds. All projects approved by the Board will be incorporated into amended cooperative agreements with the affected agencies.
OCTA staff will continue to monitor project status and project delivery through the semi-annual review process. Reports on project adjustments are brought to the Board for review twice each year.
