Committee and Working Group Structure
Policy Advisory Committee: Policy Leadership and Direction

Led by Jerry Amante, Mayor of the City of Tustin and Chairman of the OCTA Board of Directors, the Policy Advisory Committee (PAC) is comprised of elected officials from cities and county supervisorial districts within or immediately adjacent to the project study area. Additionally, the Director of the California Department of Transportation (Caltrans), District 12 is a member of the PAC.
At the study level, the PAC will be solely responsible for reviewing technical recommendations, receiving public feedback, selecting transportation alternatives and combining them, if so determined, to formulate a recommended locally preferred strategy (LPS).
Ultimately, all PAC recommendations will be forwarded to the OCTA Highways Committee for final review and the OCTA Board of Directors for final approval.

Technical Working Group: Delivering Technical Insight & Expertise
Similar in make-up to the PAC, the Technical Working Group (TWG) consists of technical staff from each of the municipalities and agencies within or immediately adjacent to the study area. Currently, TWG members represent the following:
- City of Anaheim
- City of Costa Mesa
- City of Fountain Valley
- City of Garden Grove
- City of Huntington Beach
- City of Irvine
- City of Newport Beach
- City of Orange
- City of Stanton
- City of Westminster
- City of Tustin
Also represented on the TWG is County of Orange Supervisorial Districts #1, #2, #3 and #4.
Lastly, the Orange County Flood Control District, Army Corps of Engineers and other local and regional agencies of jurisdiction are represented on the TWG.
Staff and guided by the OCTA study team, the TWG will produce technical analysis and evaluations of transportation alternatives, as well as provide technical recommendations for review and consideration by the PAC.
However, it is important to note that while the TWG will provide recommendations to the PAC, those recommendations will be non-binding. As the study’s policy committee, the PAC will have full policy-making discretion when crafting a recommended locally preferred alternative.

Stakeholder Working Group: Providing Community Feedback & Input

The Stakeholder Working Group (SWG) consists of community stakeholders and other interested parties from throughout the study area that follow the MIS process and provide community-level feedback and input on both developing alternative strategies and the emerging recommended locally preferred strategy.
SWG participants represent a cross-section of fields, including:
- residential
- educational
- business
- entertainment
- health care
- other stakeholder communities
Like the TWG, the feedback and input provided by the SWG is communicated to the PAC for their information and consideration during debate and deliberations, but is non-binding from a policy standpoint.
