Southern California Regional Disparity Study
Orange County Transportation Authority (OCTA), Los Angeles County Metropolitan Transportation Authority (Metro), San Diego Metropolitan Transportation System (MTS), San Diego Association of Governments (SANDAG) and the Southern California Regional Rail Authority (Metrolink}, are conducting a Southern California Regional Disparity Study. The disparity study includes experiences of vendors and contractors and whether or not there is evidence of discrimination based on race, gender or ethnicity in the transportation contracting industry. The above agencies will review this information as they consider future implementation of the Federal Disadvantaged Business Enterprise (DBE) Program on Federal Transit Administration funded contracts.

Please note that the OCTA draft study report is available electronically here and on the above agency websites for public comment.

Public Forums

The public is invited to attend and participate in two Public Forums for the Southern California Regional Disparity Study by giving testimony. The Public Forums will be held on:

Upon request, foreign language translation, sign language interpretation, materials in alternative for accommodations are available to the public for Metro-sponsored meetings and events. The Public Forums will offer vendors, contractors, industry representatives and others the opportunity to share personal experiences and other information related to implementation of the DBE Program, whether or not there is discrimination affecting contracting in the transportation industry; starting and expanding businesses; obtaining financing, insurance and bonding; outreach efforts and assistance programs; obtaining work with the above agencies and other local establishments; subcontracting; and other topics. Testimony will become part of the public record for the disparity study.
