
A Better 91: The Riverside Freeway (SR-91)
The SR-91 Westbound Lane Addition Project (Project #1)

Project limits span from SR-57 on the east to I-5 on the west.
Project Overview – New Lane, Added Capacity, Improved Driving Conditions
OCTA, in partnership with Caltrans, will be constructing a new westbound general-purpose lane between SR-57 and I-5. The new lane will increase capacity, improve driving operations and relieve traffic congestion along this key stretch of the westbound SR-91.
Project Status – Environmental Phase Completed, Design Phase Underway
The project is currently in the final design and right-of-way (ROW) phase. The project’s design is approximately 35% and staff continue to focus on the project’s ROW needs.
Currently, the project is expected to break ground in late 2012. Once underway, construction on the project is expected to last approximately two (2) years, ending in November
In June 2010, OCTA and Caltrans completed the project approval and environmental document (PA/ED) phase. As part of this phase, OCTA and Caltrans studied different build alternatives, including a no-build alternative, and identified measures to mitigate potential project impacts. The PA/ED phase culminated with a project hearing held at Woodcrest Elementary School in December 2009 and a Notice of Determination (NOD) filed with the State of California in June 2010.
