A Better 91 Project Overview

The Riverside Freeway (SR-91) serves as a major commuting route connecting Orange County with Riverside and Los Angeles counties. SR-91 is also one of the most congested freeways in Southern California.

During heavy traffic conditions, commuters can experience delays that can take hours to drive a 22-mile stretch of SR-91 between Interstate 5 in Buena Park and SR-71 in Corona.

To improve traffic flow along the congested SR-91 between the Santa Ana Freeway (I-5) in Buena Park and the Corona Freeway (SR-71) in Corona, the Orange County Transportation Authority (OCTA), the Caltrans District 12 and the Riverside County Transportation Commission (RCTC) are working together to add new lanes to SR-91.

Branded “A Better 91,” three separate freeway projects make up the overall SR-91 Improvement Project:

 

The Projects
Project 1: New Westbound Lane Addition - SR-57 to I-5

Project 2: New Westbound and Eastbound Lane Additions - SR-241 to SR-55

Project 3: New Eastbound Lane Addition - SR-241 to SR-71

 

A Better 91 Overall Benefits

  • Add new lanes to alleviate bottlenecks at key points between I-5 and SR-71
  • On- and off-ramps and intersection improvements
  • Improve flow of traffic on SR-91 throughout this 22-mile stretch
  • Enhance driving conditions by delivering operational improvements
  • New sound and retaining walls in specific areas

 

Funding
Orange County voter-approved Measure M funds are hard at work on these projects. Other funding includes State Proposition 1B, State Traffic Congestion Relief Program (TCRP), 91 Express Lanes toll revenues and American Recovery and Reinvestment Act of 2009.
