Transit Extensions to Metrolink Rail: Step Two

Bus and Shuttle Concepts

Fifty-nine bus and shuttle concepts (35 under Project S and 24 under Project V) from 22 cities were evaluated as part of step two. Proposals from the Go Local Project S and Community Circulators Project V were evaluated together to determine which proposals met the needs of the community under each qualifying Measure M2 program.
In step two, OCTA worked with the cities to further refine their proposed projects. This included detailed planning such as:

  • Mapping out route locations
  • Determining the cost to operate the system
  • Determining anticipated ridership

Service planning for the projects was completed in March. Prior to competing for step three funding, projects are being included in OCTA’s Transit System Study to determine how they can integrate and compliment service already provided by OCTA. The Transit System Study is anticipated to be completed this summer.

This is an important step to ensure that new bus/shuttle systems will connect seamlessly with OCTA’s bus and rail system.

Fixed-Guideway Concepts

There are currently two-fixed guideway project concepts advancing through step two. Anaheim and the joint Santa Ana and Garden Grove team were each awarded $5.9 million in May 2008 to complete an alternatives analysis and state and federal environmental clearance as part of Go Local step two.

The Anaheim proposal would link the ARTIC station with the Platinum Triangle and Anaheim Resort for residents, employees and visitors. The Santa Ana/Garden Grove proposal would connect the Santa Ana Regional Transportation Center with key activity and employment centers in the cities, including the Station District, historic neighborhoods, Downtown Santa Ana and the Civic Center.

The environmental phase for the Santa Ana/Garden Grove project is expected to be completed in early 2012 and the Anaheim project expects to receive environmental clearance in mid 2014. Projects were awarded additional funding in November 2010 through federal funds and Project S to complete necessary engineering work.
