The M2020 Plan was adopted by the Board on September 10, 2012 and was planned to be OCTA's blueprint for the next eight years(2020). On November 14, 2016, the OCTA Board approved the transition from the M2020 Plan into the Measure M Next Delivery Plan.
The M2020 Plan outlined the delivery of the majority of the freeway program by the year 2020 through the strategic use of bonding. In addition, the plan expanded rail, funded fixed-guideway connections to Metrolink, and improved streets and roads conditions.
Half-way through the M2020 Plan’s duration, nearly 70 percent of the plan’s objectives were completed. In whole, the M2020 Plan had the goal of meeting a total of 14 objectives in the eight-year period:
