    Project Overview

    OCTA, in cooperation with Caltrans District 12 and the City of Los Alamitos, proposes to improve the local interchange at Interstate 605 (I-605) and Katella Avenue to improve freeway access and street connections, traffic flow, safety, and pedestrian and bicycle pathways within the interchange area.

    OCTA and Caltrans District 12 have initiated an environmental review process to identify the Project’s potential environmental impacts and develop measures to avoid or mitigate them. This process, called the Project Approval and Environmental Document (PA/ED) phase, is mandated by the California Environmental Quality Act (CEQA).

    Funded by Measure M, Orange County’s voter-approved transportation investment plan, the environmental review process began in mid-2016 and is expected to be completed in late 2018. During this time, alternatives for improving traffic flow through the interchange will be studied to assess their relative benefits, costs and impacts.

    Public Information Open House: June 29

    On June 29, OCTA will host a public information meeting at the Los Alamitos Community Center to inform business, residents and other organizations about the environmental study process. The public is invited to attend the meeting to learn about the project, meet project staff, and share comments and ideas about improving the I-605/Katella Avenue interchange. Please join us from 6 to 8 p.m.

    Purpose and Need

    The purpose of the proposed project is to improve the local interchange to make it:

    • Safer – for motorists, pedestrians, bicyclists and local community members.
    • Smarter – by modernizing an aging interchange to meet current and future mobility needs.
    • Smoother – by improving traffic flow, reducing congestion, and increasing pedestrian and bicycle access.

    Key Improvements

    1. Modifications to the northbound and southbound ramps
    2. Widening of Katella Avenue
    3. Improvement to bicycle and pedestrian facilities

    Total Estimated Cost

    $7 million to $10 million, contingent on the preferred alternative that is selected
