
Orange County Taxi Administration Program
The Orange County Taxi Administration Program (OCTAP) is a regulatory program administered by the Orange County Transportation Authority (OCTA). OCTAP regulates taxicab companies, taxicab drivers and vehicles on behalf of all 34 Orange County cities and the County of Orange. OCTAP has simplified Orange County taxicab regulations by centralizing the permitting of cab companies, vehicles and drivers. OCTAP Responsibilities
OCTAP issues taxicab business permits, driver permits and vehicle permits. There are currently 25 taxi companies registered with OCTAP consisting of 827 taxicabs and 1,262 taxicab drivers.
Taxicab Company Business Permits are issued after
- Background investigation of company ownership
- Review of vehicle insurance
- Review of company business documents
- Payment of applicable fees
Taxicab Driver Permits are issued after:
- Criminal background and DMV investigation
- Annual drug and alcohol test
- Payment of applicable fees
Taxicab Vehicle Permits are issued after
- A multi-point vehicle inspection
- Proof of insurance and vehicle ownership
- Payment of applicable fees
Oversight
Two committees guide OCTAP policies. The OCTAP Steering Committee is comprised of one member from each participating agency, a representative from the tourist industry, and two taxicab industry representatives. The Steering Committee guides OCTAP on policy issues. The OCTAP Public Safety Committee is comprised of a law enforcement representative from each participating agency. The Safety Committee guides OCTAP on issues relevant to public safety. Both of these committees meet quarterly.
