Mark Rosen

Mayor Pro Tem, City of Garden Grove

Director Mark Rosen joined the Orange County Transportation Authority Board of Directors in January 2005.


As a member of the OCTA Board of Directors, Director Rosen serves as Chair for the Highways Committee and also serves as a member of the Executive Committee and the Legislative and Communications Committee.


Director Mark Rosen has served on the Garden Grove City Council since 1998. He is presently Mayor Pro Tem. While on the council, Director Rosen has served as chairman of the Community Redevelopment Agency and the Garden Grove Cable Corporation. He has also served on the county John Wayne Airport Commission and the Orange County Integrated Waste Management Commission.


Prior to joining the city council, Director Rosen was a member of the Garden Grove Planning Commission for four years, serving one year as chairman, and sat on the city's Neighborhood Improvement and Conservation Commission for two years.

 

Director Rosen has been a practicing attorney in private practice for 30 years, with an emphasis in business and real estate litigation and election law. He is admitted to practice in all courts of California and in the United States Supreme Court. Director Rosen has been a volunteer temporary judge for the Orange County Superior Court since 1990 and hears fee dispute arbitrations for the Orange County Bar Association. He is a graduate of the UCLA Law School and the University of California at Berkeley, where he graduated Phi Beta Kappa.


Mayor Pro Tem Rosen and his wife, Sandy, have three children and reside in Garden Grove.
