On August 12, 2013, the Orange County Transportation Authority’s (OCTA) Board of Directors (Board) authorized staff to issue calls for projects (call) for the Comprehensive Transportation Funding Program’s (CTFP) Regional Capacity Program (RCP) and Regional Traffic Signal Synchronization Program (RTSSP). The CTFP is the mechanism by which OCTA administers competitive funding for streets and roads projects. OCTA is pleased to announce that the 2014 calls under Measure M2 (M2) are now open.
$35 million in M2 funds will be available through the RCP for the Arterial Capacity Enhancement, Intersection Capacity Enhancement, and Freeway Arterial/Street Transition categories.
$12 million in M2 funds will be made available through the RTSSP.

Funding applications must be submitted via the OC Fundtracker online system and followed up with the submittal of three unbound hard copies. Both the hard copy, as well as the online applications, are due to OCTA no later than 5:00 p.m. on Friday, October 25, 2013. It is anticipated the Board will review and approve programming recommendations by May 2014.
Guidelines and Training
The Board approved revised CTFP guidelines are available online and can be found at http://www.octa.net/pdf/CTFPGuidelines–LatestVersion.pdf. Additionally, staff has arranged for training sessions to assist local agencies in preparing applications using the OCFundtracker system. A copy of the training manual can be downloaded at http://www.octa.net/trainingmanual. The training sessions will be held as indicated below:
- Tuesday, September 10, 2013 at 9:00 a.m. and 11:00 a.m.
- Thursday, September 12, 2013 at 1:00 p.m. and 3:00 p.m.
