2007 SR-91 Implementation Plan

"Earlier this summer, the OCTA Board approved the 2007 State Route 91 (SR-91) Implementation Plan.  Required by state law, the SR-91 Implementation Plan is issued by OCTA annually and is intended to establish a program of projects eligible for funding by potential excess 91 Express Lanes toll revenue. 

 

In preparing the 2007 SR-91 Implementation Plan, OCTA worked together with staff from the California Department of Transportation, the Riverside County Transportation Commission and from cities along the SR-91 corridor.  The 2007 SR-91 Implementation Plan has been updated to reflect the Riverside County Transportation Commission’s 10-Year Delivery Plan, the state Proposition 1B Corridor Mobility Improvement Account Process and Orange County’s Renewed Measure M program.

 

The Plan’s first set of projects will be completed by 2011 at a total cost of $150 million.  This balance package of projects includes replacement of the Green River Road interchange overcrossing, improvements to both Metrolink and Express Bus service and adding an eastbound lane to the SR-91 from the Eastern Transportation Corridor (State Route 241) to the Corona Expressway (State Route 71).

 

Scheduled to be completed in 2015, the Plan’s second set of projects will total just over $1 billion.  This set of improvements will include the addition of a fifth general purpose lane in each direction of the SR-91 between State Route 55 and (SR-55) and State Route 241 (SR-241).  One additional general purpose lane in each direction of the SR-91 east of SR-241 will also be built.   In addition, collector distributor roads at State Route 71 (SR-71)/SR-91 and Interstate 15 (I-15)/SR-91 will be constructed, as well as an extension of the 91 Express Lanes to the I-15.  Lastly, an I-15/SR-91 direct connector, an SR-91 westbound lane at Tustin Avenue and a potential new interchange at Fairmont Boulevard will be developed.

 

Further out into the horizon, the Plan calls for a package of projects to be implemented by 2020, including improving the SR-55/SR-91 interchange, significant expansion to Metrolink service and development of the SR-241/SR-91 direct connector.  The cost of this third package of improvements is approximately $775 million.

 

The fourth and final set of projects is intended for implementation by 2030.  Requiring longer lead times, these projects require a significant amount of planning and future policy input.  In some cases, the 2030 set of projects include prior projects as components."

 

Lastly, the Plan includes traffic analysis, which indicate that peak hour travel speeds will increase and travel times will decrease.
